UAE Rental Car GPS Tracking Compliance: Mandatory Since 2014

Legal requirements every UAE rental car operator must meet

SecurePath (Dubai)

A mandatory SIRA-RTA program. Every Dubai rental fleet has to fit certified GPS trackers, and each rental vehicle needs an Electronic Tracking Certificate from SecurePath/SIRA when it's registered.

  • SIRA certification on every device
  • Real-time data feed to SIRA platform
  • Annual renewal of tracking certificate
  • Required for new commercial vehicle registration with RTA

Asateel (Abu Dhabi)

Abu Dhabi's ITC-regulated platform for corporate and rental fleet GPS tracking. Fleet operators anywhere in the emirate have to submit their data to it.

  • ITC-approved tracking devices
  • Real-time data feed to Asateel platform
  • Compliance with Abu Dhabi commercial fleet regulations
  • Cross-emirate compatibility with Dubai SecurePath

TRA + SIRA Approved Vendors Only

UAE rental fleets can legally use only vendors and devices certified by the Telecommunications and Digital Government Regulatory Authority (TRA) and SIRA. Trackers that don't comply get rejected at registration and inspection.

  • Official approved vendor list
  • Certified hardware tested and validated
  • Backed by manufacturer compliance documentation
  • Eligible for insurance premium discounts

Rental Car GPS Tracking FAQs for UAE Operators

Yes. Dubai law has required certified GPS trackers in every rental vehicle since 2014. The rule is enforced through the SecurePath program, run by the Security Industry Regulatory Agency (SIRA) together with the Roads and Transport Authority (RTA). Abu Dhabi has its own version, Asateel, regulated by the Integrated Transport Centre (ITC). To register a new commercial rental vehicle with Dubai RTA you need an Electronic Tracking Certificate from SecurePath/SIRA. Only TRA + SIRA approved vendors and devices are legal.
SecurePath is Dubai's mandatory GPS tracking certification and data-feed program for commercial rental vehicles. Each certified device sends live location, speed and event data to the SIRA platform. Authorities use it for theft recovery, accident investigation and enforcement. Without SecurePath certification you can't register rental vehicles with RTA or run them commercially, and you can't get or renew a rental licence. IOTee is a SIRA-approved provider with certified hardware and full SecurePath integration.
Both are mandatory commercial GPS tracking programs, for different emirates. SecurePath covers Dubai, under SIRA and RTA, and regulates rental fleets and other commercial vehicles. Asateel covers Abu Dhabi, under the Integrated Transport Centre (ITC), with similar tracking rules for corporate and rental fleets. If your cars work in both emirates, your devices and platform must comply with both. IOTee supplies setups that do.
UAE police data shows more than 90% of GPS-tracked rental vehicles reported stolen are recovered, on average in under 4 hours. Speed comes from live location, geofence breach alerts, alerts when the engine starts without authorisation, and direct police coordination through SecurePath/Asateel. For luxury and exotic rentals we recommend two trackers: the main unit plus a hidden backup. IOTee offers that as a standard option.
Yes. Most UAE insurers discount premiums for rental fleets with certified GPS tracking, usually by 5-15% depending on the insurer, fleet size and claims history. Paperwork counts. Insurers want SIRA-approved device certification, proof you actively monitor, and a clean record of tracking data. Driver monitoring through cabin cameras and telematics scoring can add another 5-10% on top. IOTee gives every rental fleet customer compliance documents ready to hand to an insurer.
Use geofences, which are virtual boundaries on the map. You can set a UAE-only limit (alert, or immobilise the engine when someone tries to cross a border), Dubai-only or single-emirate fences for budget rentals, alerts for banned areas (racetracks, off-road zones, military areas, some Sharjah industrial zones), and time-based curfew fences. Put it in your terms: a geofence breach means the renter loses the deposit and pays extra fees. Many UAE operators already write geofence rules into their daily rental agreements.
Yes, and for rental operators it's one of the best reasons to have tracking. Telematics gives you time-stamped, GPS-tagged evidence for mileage overage (exact distance, no guessing), damage (where and when a harsh event matches the damage report), traffic fines (who had the car when it was fined), unauthorised use (car moved outside contract hours) and fuel level (sensor readings at handover and return). Dash cameras add video of cabin and exterior incidents. UAE courts increasingly accept GPS plus camera evidence in rental disputes.
Anything from an owner-operator with 1-5 cars to enterprise operators running 1,000+ vehicles across several emirates. Price depends on fleet size. Small operators typically pay AED 80-150 per vehicle per month, which includes a SIRA-compliant device and the platform. Mid-sized fleets (100-500 vehicles) get volume pricing and can add a white-label customer portal. Enterprise deployments (1,000+) come with a dedicated account manager, custom integrations, multi-tenant compliance reporting and 24/7 priority support.
A certified technician takes 60-90 minutes per vehicle, including SecurePath/Asateel registration, calibration, a road test and the certificate. For a whole fleet, IOTee sends mobile teams to your depot, and each team usually does 6-10 vehicles a day. A 50-vehicle rollout takes 5-7 working days, scheduled around your bookings so few cars sit off the fleet. Busy daily rental operators can also have new cars fitted before they join the fleet.
IOTee's M2M SIMs roam automatically across the GCC on two carriers. When an approved rental crosses into Saudi Arabia, Oman, Qatar, Bahrain or Kuwait, tracking carries on without gaps. If the crossing isn't approved, the geofence breach alert fires straight away and can, if you choose, immobilise the engine. Because tracking never drops during the trip, you stay within your cross-border rental policy and SIRA reporting rules.
