Which vehicles need mandatory GPS tracking in the UAE?

In Dubai, SecurePath (operated by SIRA with RTA) makes certified GPS tracking mandatory for rental and lease vehicles, taxis, limousines, school buses, public transport and government fleets — and since 31 October 2023, Cabinet Decision No. 96 of 2021 extends the mandate to all goods-transport vehicles (heavy trucks, logistics, hazmat, construction) under SecurePath Premium. In Abu Dhabi, Asateel (operated by ITC) mandates certified tracking for effectively all commercial vehicle categories — corporate fleets, rental operations, school transport, government and ADNOC contract fleets, heavy commercial transport and bus operators — with trailers requiring their own registered device. Devices must come from TDRA plus SIRA or ITC approved vendors, and certificates renew annually — without them, RTA registration and Mulkiya renewal are blocked.

UAE GPS Compliance — FAQ

For many categories, yes. SecurePath — operated by SIRA with RTA — is mandatory for all rental and lease vehicles (since 2014), taxis, limousines, school buses, RTA-licensed public transport and government fleets in Dubai. In addition, Cabinet Decision No. 96 of 2021 made approved GPS tracking mandatory for all goods-transport vehicles in Dubai from 31 October 2023 — heavy trucks, cargo and logistics fleets, hazardous materials and construction transport fall under SecurePath Premium. Without a valid Electronic Tracking Certificate, RTA registration and Mulkiya renewal are blocked.
SecurePath is Dubai's mandatory commercial GPS tracking program, operated by SIRA (Security Industry Regulatory Agency) in coordination with RTA. Asateel is Abu Dhabi's parallel program, operated by the ITC (Integrated Transport Centre). Both mandate certified tracking on specified vehicle classes with annual renewals, but they are operationally separate — cross-emirate fleets need devices and a platform that satisfy both, which is why most UAE operators choose a dual-approved vendor.
All goods vehicles above 3.5 tonnes gross weight must have a certified speed limiter capped at 80 km/h, and buses — including school buses — are also mandated. The speed limiter certificate is checked at the annual Mulkiya inspection: a missing, tampered or lapsed limiter means the vehicle fails inspection, cannot renew registration, and the operator faces fines up to AED 10,000.
Consequences compound: RTA vehicle registration is refused or revoked, Mulkiya renewal is blocked, insurance coverage can be challenged at claim time, and the business is disqualified from government and corporate tenders. Because certification is annual, a fleet that was compliant last year but missed renewal is treated as non-compliant.
Five steps: choose a TDRA plus SIRA (Dubai) or ITC (Abu Dhabi) approved vendor; install at a certified fitment centre or via certified mobile teams — self-installation is not permitted; the vendor confirms live data transmission to the government platform; an Electronic Tracking Certificate is issued for RTA registration and Mulkiya; renew annually.
