GPS COMPLIANCE UAE

Which vehicles need mandatory GPS tracking in the UAE, and under which law?

Dubai: every activity in Schedule 1 of Executive Council Resolution 47/2017 — rental and lease, bus rental, heavy and light truck transport, hazardous/fuel/gas/waste, delivery and logistics, cash-in-transit, desert safari, piling and mobile workshops — must install the SIRA-approved tracking system (SecurePath) as a condition of the RTA activity permit (Art 5(9), replaced by Resolution 2/2022 Art 5(14)); fine AED 4,000; free zones included. School buses need GPS and an 80 km/h limiter under RTA Resolution 196/2015; taxis are tracked through the RTA platform (bylaw 516/2022). Abu Dhabi: goods transport for a fee (heavy above 2.5 t unladen incl. trailers, light incl. motorcycles) must carry an ITC-approved tracker linked to Asateel under DMT Chairman Resolution 74/2021 (AED 4,000; AED 10,000 without permit; vehicles from other emirates need ITC authorisation), and buses over 9 seats — including those registered elsewhere — under Resolution 33/2021 (AED 2,500 per bus). Nationwide: school buses must meet UAE.S 5012:2020 (Cabinet 56/2020: tracking, cameras, 80 km/h), and trucks moving transit, hazardous, restricted or high-duty goods through customs ports must register on the ICP tracking system (Cabinet 95/2021, fines since 31 Oct 2023). No mandate was found for own-account corporate fleets, Abu Dhabi rental cars, or private vehicles; Sharjah and the northern emirates have no SecurePath/Asateel equivalent.

The matrix behind the checker. "Mandatory" means we read it in the resolution or on the authority's page; "enforced in practice" means permit practice or authority news only; "recommended" or "no mandate found" means exactly that. Sources in brackets refer to the list below.

UAE GPS Compliance — FAQ

Yes for every activity in Schedule 1 of Executive Council Resolution 47/2017 (rental and lease of cars, buses, trucks, bikes and equipment; bus rental; heavy and light truck transport; hazardous, fuel, gas and waste transport; home delivery and logistics; cash-in-transit, desert safari, piling and mobile workshops). Article 5(9), replaced by Resolution 2/2022 Article 5(14), requires permit holders to install the vehicle tracking system approved by SIRA — that is SecurePath. The permit is issued by the RTA Licensing Agency, the fine is AED 4,000 per violation, and the rule covers free zones and special development zones. Own-account company cars and vans are not a Schedule 1 activity, so no SecurePath text covers them.
Two DMT Chairman Resolutions. 74/2021 covers goods transport for a fee: heavy vehicles above 2.5 tonnes unladen including trailers, and light vehicles up to 2.5 tonnes including motorcycles. Article 6(3) requires an ITC-specification tracker and Article 5(5) the link to the ITC platform; the fine is AED 4,000 for no GPS, GPS off, deactivated or unlinked, and AED 10,000 for operating without a permit, enforced since 6 October 2022. 33/2021 covers buses of more than 9 seats — including buses registered outside Abu Dhabi operated inside it — at AED 2,500 per bus. Permits are issued only to vehicles with a functioning tracker from the ITC approved list. No Asateel text was found for rental cars, taxis or own-account corporate fleets.
Both. In Dubai the SecurePath obligation sits on your RTA activity permit. In Abu Dhabi, Resolution 74/2021 Article 11(2) says a goods vehicle must be Abu Dhabi-registered unless ITC authorises an out-of-emirate vehicle for 1, 3, 6 or 12 months — you apply with the registration card, the contract and the trade licence, and the vehicle still needs the ITC-approved tracker. SecurePath and Asateel are separate platforms with separate device lists, so one tracker serves both only if it is on both lists and the vendor is enrolled with both. Buses are simpler: Resolution 33/2021 Article 2 explicitly covers buses registered outside Abu Dhabi.
No SecurePath or Asateel equivalent was found. Three layers still apply: the federal school bus standard UAE.S 5012:2020 (Cabinet Resolution 56/2020, in force since 17 August 2020 — tracking, road-facing cameras, left-child alert, 80 km/h) everywhere; emirate school-transport rules (Sharjah Decision 17/2019, RAK Emiri Decree 16/2020 requiring tracking and cameras); and the federal ICP truck-tracking system for trucks moving transit, hazardous, restricted or high-duty goods through customs ports (Cabinet Resolution 95/2021, fines since 31 October 2023). Ajman's truck permit lists a tracking-device fee, but the mandate wording was not retrieved.
Verified caps: school buses 80 km/h (federal standard and Dubai Resolution 196/2015) and 9–22-seat buses and minibuses 100 km/h (MoI/ESMA since 31 March 2013 — no registration pass certificate without it). For heavy trucks we found no federal or emirate instrument: the 80 km/h cap and the "AED 10,000 limiter fine" repeated on vendor sites could not be verified, and a 2013 MoI proposal to extend limiters to all commercial vehicles was never confirmed. Dubai taxis undertake to install a speed monitoring device (bylaw 516/2022) and Ajman is rolling out GPS-linked smart limiters on taxis.
The date is real but belongs to a different system. 31 October 2023 is when fines started under the federal National System for Tracking Trucks and Shipments run by ICP (Cabinet Resolution 95/2021, fines 96/2021 as amended by 117/2022; Dubai Customs Notice 9/2023 enforced it from 1 November 2023). It covers trucks moving transit, hazardous, restricted and high-duty goods through customs ports, with fines from AED 1,000 plus AED 100 a month to AED 10,000 for false data. Dubai's general goods-transport tracking obligation comes from Resolution 47/2017 and has nothing to do with that date. Earlier versions of this page repeated the vendor conflation; it was corrected on 2026-10-11.
